Phillip Leddy was an Irishman who was recorded as having settled in Anoka township in 1857. He moved to a location near a lake in 1862 which now bears his name, Laddie Lake.George Townsend was another early settler who lived near what is now Lever Street and 103rd Avenue.
It wasn't until 1865 that the first permanent resident, Greenberry Chambers, settled in Blaine. Chambers was a former slave who moved to the area from Barren County, Kentucky, after the American Civil War. Chambers and his family moved to St. Paul in 1884.
Blaine began to grow in 1870 when George Wall, Joseph Gagner, and others settled in the area.
In 1877, Blaine separated from Anoka to become its own township. That year, the first election was held and Moses Ripley was elected the first Chairman of the Board of Supervisors. By 1880, Blaine's population had reached 128.
Unlike other Anoka County communities that experienced growth because of farming, Blaine's sandy soil and abundant wetlands made it unfavorable for farmers and instead, remained a prime hunting area. Blaine's growth was slow until after World War II when housing developments began appearing in the southern part of town and the community became more suburban. According to recent data, Blaine's population has grown from 1,694 in 1950 to 20,573 in 1970 to 57,186 in 2010 and most recently, to 70,222 in 2020. It is projected that by 2022, the population will be over 72,000.
While other Anoka County communities saw an increase in population due to farming, Blaine's sandy soil and wetland areas made it unattractive to farmers. After World War II, housing developments began appearing in the southern part of town and Blaine became more like a suburb.
